The basis of the decision was based on the erroneous judgement that the secular character of the Colombian state implies the principle of neutrality, understood as an absolute prohibition according to which it would be impossible for the state to promote or support, in any way, manifestations of freedom of religion or worship, above all in the public sphere.
This understanding is wrong in that it is based on the exclusion of religious discourse from the public sphere, which violates religious freedom… as well as freedom of expression which, in this case, translates into the freedom of those who hold faith – or do not practice any – to make their position public and to have adequate spaces to exercise that freedom.
